Output is not tone.
Louder into the same amp is not the same as better.
A higher-output pickup drives an amplifier input harder. That changes where the preamp sits in its own range — which is a real change, and it belongs to the amp as much as the pickup.
Turn the volume down on a high-output pickup and it does not become a low-output pickup. The resonance has already moved.
Judge a pickup at matched levels. Almost every "this one sounds better" comparison at unmatched levels is a comparison of loudness.
